Here are some details about Lee County's Hearing Examiner (HEX) recommending denial (without prejudice) a rezoning that would would have been necessary for a new mining application.  It contains some useful details for others. 

Details about the potential impacts of the mining operation on water recharge areas, environmentally sensitive lands, public safety and welfare and impact on surrounding residential lands are all mentioned.  The report includes a transcript of a private meeting between the HEX, the County Attorney, and the other attorneys in the case where they discussed the disruption caused when expert witnesses were called.
